Please do buy it but do not update your iPhone onto 3.1.3 OS if you have latest Baseband. Stick with 3.1.2 OS, which i think you will get by default in your iPhone. And than follow the unlocking process for "iPhone 3.1.2 OS jailbreak" and sure you can use sim of Mexico after jailbreaking / unlocking it. Buddy, its good to hear that you are also a iPhone lover.
